Under contract with the City of Columbia, ESP completed NEPA Tier 2 site-specific ERRs as required for HUD CDBG-DR funding. The funding was made available to address major and minor rehabilitation needs resulting from the October 2015 flood for single-family residential properties. ESP, along with several specialized team subconsultants (including EI), documented conditions at single-family residential properties relative to historic properties (Section 106 review); floodplain management; wetland protection; and contamination and toxic substances including asbestos and LBP as part of the Tier 2 process.
To date, over 240 Tier 2 ERRs have been submitted to the City. In addition, pre-rehabilitation asbestos inspections in compliance with SCDHEC regulations and LBP inspections/risk assessments in accordance with HUD regulations/guidelines have been completed for more than 200 single-family residential homes.
