Support for Disaster Recovery
After many single-family homes were damaged by historic flooding in October 2015, the City of Columbia contracted ESP to complete over 240 NEPA Tier 2 site-specific ERRs required to receive HUD CDBG-DR funding for major and minor rehabilitation.
As part of this process, ESP and a team of specialized subconsultants (including EI) documented conditions at single-family homes relative to historic properties (Section 106 review), including floodplain management, wetland protection, and contamination and toxic substances like asbestos and LBP.
For over 200 single-family homes, pre-rehabilitation asbestos inspections and LBP inspections/ risk assessments have also been completed in compliance with SCDHEC regulations and in accordance with HUD regulations/guidelines.
