    ESP completed NEPA Tier 2 site-specific ERRs as required for HUD CDBG-DR funding. The funding was made available to address major and minor rehabilitation needs resulting from the October 2015 flood for single-family residential properties. To date, over 240 Tier 2 ERRs have been submitted to the City. In addition, pre-rehabilitation asbestos inspections and LBP inspections/risk assessments have been completed for more than 200 single-family residential homes.

    Abbey Creek Greenway at Carolina Thread Trail

    Extending the Carolina Thread Trail across the Catawba River from the City of Belmont into Gaston County, Abbey Creek Greenway is a 1.2-mile bicycle and pedestrian path designed to connect the heart of downtown Belmont, Kevin Loftin Riverfront Park, and the new municipal building and recreation complex. As the flagship capital improvement (CIP) project for the City of Belmont’s greenway master plan, this section of trail came to life from a public-private partnership with Kaplan Residential, the developer of multi-family community The Morris at Belmont. Modeling best practices for future public-private partnerships, ESP performed stakeholder management and public engagement to facilitate all parties’ visions and goals. To help balance various CIP projects and prepare for additional grants, our team also coordinated with other local and state agencies (e.g. NCDOT, GCLMPO, NCDEQ, Catawba Lands Conservancy) to create a multi-year budget and schedule that will align the City of Belmont’s fiscal budget across all departments. ESP provided master planning, landscape architecture, civil design, geotechnical, survey, and other services throughout all phases of project development.

    After major flood damage closed Cypress Gardens in 2015, ESP developed a comprehensive master plan to re-envision, renovate, and reopen the 13-acre historic gardens and low-country swamp owned and operated by Berkeley County, SC. Barrier-free design was incorporated to ensure ADA accessibility, and green infrastructure was utilized via low-impact (LID) stormwater features. Design also included a new ticket booth and parking lot, redefined vehicular and pedestrian circulation, and relocation of existing structures for better utilization and public appreciation. Although native plant species were selected due to the location’s propensity for flooding and water retention, flexibility with plant selection was also required as much of the plant material was donated. Since Berkeley County performed construction in-house, our team was also mindful of construction details and methods that would best suit limited construction crews and tight budgets. ESP provided master planning, landscape architecture, geotechnical, survey, and other services throughout all phases of project development.

    Seabrook Island Entry Road Master Plan

    To create a grander pedestrian and vehicular entrance into Seabrook Island while also addressing traffic issues, ESP proposed and master-planned future land uses and locations for a 38-acre site along a one-mile corridor of Seabrook Island Road. Master planning included options for a new commercial district, frontage road, central roundabout, enhanced greenway and bikeway paths, roadway access to the newly proposed senior living facility, and areas of potential development at the existing gatehouse and administration office. Signage, benches, and site furnishings were also part of the overall design. The planning process carefully explored the interaction between pedestrian movement and vehicular traffic, zoning and allowable uses, setbacks and buffers, potential view corridors and traffic sight triangles, open space areas and property edges that would allow for potential landscaping and planting, and existing signage and wayfinding.
