ESP Associates P.A. selected for IDIQ Engineering and Floodplain Mapping Contract with the State of North Carolina  -  7/17/09


Raleigh, NC ESP Associates P.A. has been selected for an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to support the State of North Carolina's Floodplain Mapping and Geospatial Technology Management (GTM) Programs. The contract will have two (2) base years beginning in 2009 followed by up to three (3) optional one-year renewals for additional work at the State's discretion.

The State of North Carolina, through the US Department of Homeland Security's Federal Emergency Management Agency's (FEMA's) Cooperating Technical Partners program, has been designated as a Cooperating Technical State (CTS). As a CTS, the State has assumed primary ownership and responsibility of the National Flood Insurance Program (NFIP) Flood Insurance Rate Maps (FIRMs) for all of North Carolina. ESP Associates will support the State in their efforts in acquiring, processing, and maintaining detailed, accurate spatial data, (i.e. elevation data, digital orthophotos); conducting flood and/or other natural hazard analyses and producing updated digital FIRMs (DFIRMs). Services will include expanding the State's capabilities in providing data, applications, 3D visualization / simulation, and communication tools that support the State's Integrated Hazards Risk Management (IHRM) system.

In March, the North Carolina Floodplain Mapping Program issued a Request for Qualification (RFQ) for private engineering and/or surveying firms in support of the State's programs. ESP assembled a team of uniquely qualified firms including URS Corporation, Aero-Metric, Inc., ARA, P.C., Distinctive AFWS Designs, Inc., Avioimage Mapping Services, Inc., Surdex Corporation, and Schnabel Engineering South, P.C. to support the State's efforts. ESP will lead this team from their Cary office, located at 14001 Weston Parkway, Cary, NC.
